Background note
Being the State nodal NGO for implementing this NRHM supported activity, SATHI is in a unique position to qualitatively influence the CBM process and to strengthen its potential for promoting health rights. Community based monitoring of health services engenders some degree of ‘creative conflict’ since the quality of services and responsiveness of health care providers is directly under regular scrutiny of ordinary community members. The traditional vertical power relationship between health care providers and community members is also challenged. Considering the unique character of this process, greater ownership and involvement of diverse stakeholders (State health officials, PRI members, policy makers etc) in the process of community based monitoring is crucial. Hence to ensure sustenance and further consolidation of CBM, SATHI plans to organise a state level convention to orient state level policy makers, prominent opinion makers, political representatives and other key stakeholders for sharing Maharashtra’s positive experience of implementing CBM. Key national officials and civil society representatives would also be invited to facilitate social dissemination of positive lessons and to create a conducive environment for expansion of CBM in Maharashtra, also contributing to replication of CBM in other states.
